" Individual Plant Examination for External Events" (IPEEE)
This letter outlines the GPU Nuclear plan for completing the IPEEE for THI-1.
Our letter of October 31, 1989 outlined our approach to the internal events IPE Generic Letter 88-20, Supplement 1.
We are currently in the process of updating the Level 1 Probabilistic-Risk Assessment (PRA) submitted in December 1987 and developing a Level 2 PRA tn support our approach to resolution of IPE issues. A large fraction of this work is being performed in-house and a final repon. is scheduled for submittal to NRC by June 1,1993.
Also underway is our work to develop a Level 1 and level 2 PRA for Oyster Creek. The Oyster Creek IPE is scheduled to be submitted to NRC by September 1, 1992. Due to our limited in-house resources these schedules have little or no margin for delay; our primary focus at this time is completion of the IPE.
Our plans for completing the IPEEE for TMI-1 involve updating the external events PRA submitted in December 1987 and expanding it to include containment issues in accordance with NRC guidance in NUREG-1407. This work will be accomplished utilizing our in-house staff to the greatest extent practical.
For wi' ids and nearby hazards, we will apply the NRC staff's recommended screening approach where possible.

To avoid duplication of effort, concarrent plant walkdowns for IPEEE and A-46 seismic issues are planned for refueling outage llR in late 1995. An integrated schedule of major activities for IPE, IPEEE, and A-46 for both Oyster Creek and THI-l is enclosed.
Because of the desire to coordinate the IPEEE and A-46 walkdowns, and the existing demands on in-house staff to complete the IPE for 3
both plants, we have scheduled the final submittal of the TM1-1 IPEEE for

December 22, 1996. A partial submittal addressing high winds, external floods, and nearby hazards is scheduled for June 28, 1994.
These schedules will be incorporated-into the next update of the NRC Integrated Schedule for TMI-1.
