FINAL REPORT Description'of Deffeiency
. Some of the welds 'on ~ safety-related electrical switchgear panels supplied by ITE Imperial Corporation, Knoxville, TN (ITE),- appear to violate the acceptance
. criteria delineated in ths vendor's QA manual. Similar deficiencies have been
~
noted on the standby diesal-generator (DG) control panels: supplied by Transamerica Delaval (TD),; Oakland, CA,.that apparently. violate American Welding
- Society. ( AWS) ' D1.1 acceptance-criteria.."

. As' noted-in -ourisecond repcrt on this nonconformance, TVA reviewed the functional requirements and quality of the suspect switchgear panel -
' been - fabricated in conformance with ITE specifications and acceptable
'fori "use-as-is" status. _. TVA-provided a, detailed response to this
- concern -in ~ our response to violation 50-438, 439/83-15-04,J dated

1 As noted in our= first mport on this nonconformance, TVA. determined b-that one 'or the' DG control panels ' supplied ' to the BLN project was the
- panel seismLoally qualified ~ by TD in support of TVA's contract :
requirements. 4TVA identified : the qualified panel and' compared the type, location,.and quality :of welds on the other three :DG control
- panels with~ the welds.on the qualified panel. TVA ' determined that the l
~
four panels :Were basically similar in construetion with only slight" variations and that no -severe or adverse welding defects were noted in
' anyL of the panels. : Consequently, TVA accepts the panels 'for "use-as-
- is."
