BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - LEVELS A AND B STORAGE TEMPERATURE WENT BELOW 400 F LIMIT - BLRD-50-438/84-11, BLRD-50-439/84 FIRST INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredricksor on January 24. 1984 in accordance with 10 CFR 50.55(e) as NCR 2726. A similar condition was later documented on NCR 2848; thus, we shall report on both NCRs simultaneously. Enclosed is our first interim report. We expect to submit our next report by May 16, 1984.

FIRST INTERIM REPORT Description of Deficiency As identified in nonconformance report (NCR) 2726, some areas of levels A and B storage fell below the required minimum temperature of 400F (recorded temperatures were in the 20's in these areas) when the ambient temperature was 180F on December 31, 1983 Four level A storage and twelve level B storage areas fell below the required temperature. Per NCR 2848,- two level B storage areas went below this minimum temperature requirement on February 6,1984. The apparent cause of these noncon-formances was insufficient heating capacity due to the extremely cold weather.

Interim Progress The affected storage areas will receive additional heating capacity and will be insulated as needed. The Materials Services Unit (MSU) Quality Control (QC) will increase temperature recording frequency in order to verify that additional heating capacity is sufficient. The responsible engineering units will inspect / evaluate material in these areas for possible damage and provide the report to MSU/QC and disposition for any deficiencies found. The Warehouse Services Unit -(WSU) is relocating and consolidating material to reduce storage requirements and redesignate areas.
