FIRST INTERIM REPORT Description of Deficiency While performing an inspection of attachment bolts on electrical conduit, conduits boxes, and cable trays, an electrical quality control (EQC) unit inspector found that some of the bolts had been overtorqued.

This appears to be due to the fact that TVA's Division of Engineering Design (EN DES) did not supply Bellefonte Nuclear Plant Construction with a correct torquing value on some bolts for conduit in safety-related areas.

This resulted in overtorquing during field installation and may have caused some bolts to be overstressed.

Interim Progress The NCR has been trsnsmitted to EN DES for disposition. Additional test information will be necessary to determine extent of the concern. A review is being carried out to determine the circumstances contributing to this deficiency.
