ANWAL ENVIRONMENTAL OPERATING REPORT SEPTEMBER 15. 1990 THROUGH SEPTEMBER 14 1991

1. In accordance with the Environitental Technical Specification (ETS) 5.3.C. I the facility design and operational changes were reviewed for the i potential effect on the environmeni.- A stady Jf the facility design and operational cnanges trom September 15. 1990 through September 14 1991, that could have affected the environment was performed. Projects i considered to 'aave pctential' impact on the environment included (1) those involving excavation, construction, or asbestos removalt and (2) those resulting ir new or increased discnarges to outside drains. The study identified & iocamented a casis that the design and operational :hanges did not invciva an unreviewed environmental question. A :cpy of this study is attacaed.

On January- 25, 1991, the 'hattanooga-Hamilton County Air Pollution Control Bureau issued the following permits:- Certificate of Operation Permit No. . 4150-3070C604-161-for the Maintenance Insulators Shop and _

Certificate of operation Permit No. 4150-30700S04-071 for the Modifications Insulators Shop.

c.. The changes in the station-design-that could involve a significant

- environmental impact or change the findings of the Final-Environmental' Statement.

As concluded in the attachment, there have been no facility design or-operational changes-since September 15. J990..that.have resulted in an-unreviewed environmental question.

d. All nonroutine~ reports submitted in accordance with ETS Section 4.1. l On March 22, 1991, a slight oil sheen was observed in the river around }

a TVA dredge barge moored at.the essential raw cooling water station.

Telephone reports were made to the State of Tennessee and the National -

Response Center. Written reports were not required.  ;

DESIGN AND OPERAi!CNAL CHANCES BETWEEN SEP! EMBER ;$, 1990, AND SEPTEMPER ;4, 1991 FOR EFFECTS ON THE ESTIRONMENT The f acility design and operational changes and major aaintenance and modif!:ativn projects during thin report period have teen reviewed for potentia'. to affect the envir:nment as described telow. The criteria used to identif y those projects with a potential f ce environn, ental ef fects included (1) those involving excavation, construction, or asbestos removal; and (2) those resulting in new or increased discharges to outside crains.

1. The following projects met the atove :riteria for potential environmental effects and were reviewed for potential impact en the envircnment a- New $88988 A total of ^53 new prcject packages were issued during this report period. Sixteen ot ' Lese projects nad some patential 'or environmental ;'mpact. However, all of Lese projets ere esigned -
cmply with regulatory permitting processes and none o f i:.en invclved any environmental impacts that were not reviewed in :ne riginal environnental impac t s t a t erre n t .

These projects are

- Refurbish four Unit 2 Governor Valves Unit 1 turbine Asbestos Re'aoval

- Unit 1 Feedwater Heaters

- Unit 2 Feedwater Heaters

- Condensate Chemical Feed System

- Asbestos containing Materials Inspection Program

- Morpholine addition to Secondary Steam system

- Unit 2 Moisture Separator Reheater

- Unit i Steel Centainment Vessel Penetration Insulatiens

- Unit 1 Steam Generator Cleaning

- Unit 2 Steam Generator Cleaning

- Essential Raw Cooling Water Channel Silt Removal

- Unit 2 Main Turbine Steam Chest  ;

- Makeup Water Reverse Osmosis Unit

- Turbine Building Roof Repair

_ were reviewed and determined to be within the scope of the SQN National i' l

L Pollutant Discharge ilimination System (NPDES) permit.

3i Monthly disebarge monitoring-reports submitted as required by the SQN i,_

NPDES permit were reviewed. Permit ex ursions were attributed to either natural causes, equipment m1 functions or operational errors and determined to te within the purview of the NPDES permit and associated t environmental evaluations.

The cleanup of polychlorinated biphenyl (PCB),_ discovered in the low "

volume vaste treatment pond effluent in October 1998, is in progress. The initial discovery of PC!s was reporte in a notification of noncompliance d +

(NON) with the NPDES permit discharge-limit in the October 1999 Discharge '

Monitoring Report (DMR). ;3 mall quantities.of PCB have been discharged during this cleanup period in accordance with *.he cleanup plan approved by the regulators. NRC has been previously provided copies of the 1988 DMR and NON and subsequent correspondence regarding the cleanup agreements. ,
