The reactor was critical on November 15, 1991, at 0938 hours0.0109 days
0.261 hours
0.00155 weeks
3.56909e-4 months
.
The sixth refueling outage ended on November 18, 1991 (two days ahead of schedule) at 1349 hours0.0156 days
0.375 hours
0.00223 weeks
5.132945e-4 months
when the main generator breaker was closed.
On November 18, 1991, at 1813, the main generator breaker was opened to allow post maintenance testing of an inoperable Main feednater Isolation Valve.
The reactor stayed critical during this time.
The generator breaker was closed on November 19, 1991, at 1015 hours0.0117 days
0.282 hours
0.00168 weeks
3.862075e-4 months
.
On November 22, 1991, at 1020, the main generator breaker was opened to test and perform additional maintenance on the Main feedsater Isolation Valves.
The reactor stayed critical during this time also.
The generator breaker was closed on November 23, 1991, at 2106 hours0.0244 days
0.585 hours
0.00348 weeks
8.01333e-4 months
.
The plant remained online for the rest of the month.

<.5 MPC.
It is stated that limiting dis-charges to
<.5 MPC is an operational objec-tive to preclude exceeding specification 1.1.2.1 in the event circulating water is lost.
Ilowever, releases from the Turbine Building sump and surge basin pond concentra-tion may exceed the operational objective,.5 MPC, provided circulating water dilution is sufficient to ensure compliance with 00CM specification 1.1.2.1, and specification 1.1.4.1.
It is also stated that RM-L8 setpoints are considered in compliance with specification 1.1.1.1 (15 3.3.3.8) provided the setpoints are adequate to prevent releases in excess of specification 1.1.2.1 (TS 3.11.1.1).
Changes are consistent with the corrective actions specified in LER 91-002.

These procedures specify added as page 3.0-10A, defining that releases are made only during periods of meteorological criteria for planned f avorable meteorology (defined in FSAR Table gaseous releases.
2.3-120).
Since this is a required element in control of gaseous effluents, it has been add-ed.
Presently f avorable meteorology release criteria are addressed in Health Physics Procedure (HPP-709).
The meteorological criteria specit'ied in FSAR Table 2.3-120 are based on 10 meter wind speed.
The table proposed for the 00CM has been augmented to include criteria using 61 meter wind speed for use during periods in which 10 meter wind speed data are not available.
