1.0 INTRODUCTION
By letter dated liarch 8, 1991, the Duke Power Company (licensee) submitted a request for a change to the licGuire Nuclear Station Units 1 and 2, Technic 61 Specifications (TS). The requested changes would increase the minimum diesel generator fuel oil storage requirement in TS 3.8.1.1. from 28,000 gallons to 39.500 gallons for each of the diesel generators.
2.0 EVALUATION The proposed change was initiated by the licensee when it was determined that the McGuire Final Safety Analysis Report (FSAR) and the existing TS requirements were inconsistent. The FSAR states a 7 day supply per diesel generator, but 28,000 gallons is substantially less than a 7 day supply. Using conservative calculations, the licensee determined that 55,400 gallons of fuel oil would be required for 7 days of diesel generator operation at full load.
However, the storage tanks are sized for 50,000 gallons. Therefore, a 7 day supply could not be obtained, even if the storage tanks were completely full.
If the storage tanks were maintained completely full, there would be a supply of-fuel oil equal to almost 7 days. However, there would be no flexibility to conduct diesel generatur testing; i.e., as soon as some fuel was consumed, the supply would drop below 50,000 gallons, and an Action Statement would be entered.
Therefore, to provide for some practical flexibility, the licensee has proposed a TS value for fuel oil of 39,500 gallons, or apprcximately 5 days supply per diesel generator at full load.
The staff finds this proposed value of 39,500 gallons (or 5 days supply) acceptable for the following reasons:

The calculated requirement of 39,500 gallons is based on operation at full load.
It is known, however, that load requirements decrease with time following a design basis event. Therefore, the calculation is conservative from the outset.

Only one diesel is required for any accident scenario, and, at McGuire, the fuel oil storage tanks can be cross connected. Using this capability, a total of 79,000 gallons can be made available for one diesel generator, considerably in excess of 7 days supply, 3.
Additional fuel oil from diverse sources close to the McGuire plant is available on short notice (see licensee letter, Subject, " Diesel Generator Fuel Oil Procurement," dated October 2, 1991) 4 The licensee has procedures in place wl.ich include provisians for procuring additional fuel oil under various conditions. This, plus the ready availability of fuel as discussed in 3. above, provides adequate assurance that no delays will be encountered in obtaining additional fuel oil, should it be required.
3.0 STATE CONSULTATION
in accordance with the Commission's regulations, the flerth Carolina State official was notified of the proposed issuance of the amendments. The State officiel bad no comments.

The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previcusly issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public connent on such finding (56 FP 22463).
Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CTR 51,22(b) no cuironmental impact statement or environmental assessment need be prept, red in connection with the issuance of the amendments.
5.0 CONCLUSION
The Connission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurarce that the health and safety of the public will not be endangered by operation in the proposed manner, (;') such activities will be conducted in compliance with the Comission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
