Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Emergency Planning
Dear Mr. Denton:
As required by 10CFR50, Appendix E, IV.l.a, local governments within the plume exposure pathway, Emergency Planning Zone (EPZ), must participate with the Licensee in at least one (1) full-scale exercise per year.
South Carolina Electric and Gas Company (SCE&G) will conduct a limited exercise on March 21, 1984, which is scheduled to include participation of local governments.
The local governments within the plume exposure pathway, EPZ, through the State of South Carolina Emergency Preparedness Division, have requested exemption from participation in the March 1984 emergency exercise.
This request was submitted to the Federal Emergency Management Agency (FEMA) referencing 44CFR350.9 and is attached.
In May 1981, SCE&G, State and local governments, participated l
in a full-scale emergency exercise for the Virgil C.
Summer Nuclear Station.
In March 1983, SCE& G, State and local governments participated in a limited exercise.
Both exercises resulted in favorable findings by FEMA and the NRC.
l We believe that the experience gained by the State and local governments in these exercises is sufficient basis for relief i
j from the annual exercist frequency requirement.
The State and local governments' emergency response in past exercises demonstrated adequate knowledge of their emergency plans and procedures, and enthusiasm in satisfactorily accomplishing the exercise objectives.

Therefore, in accordance with the provisions of 10CFR50.12, we request an exemption from the requirement of 10CFR50, Appendir E,
IV.l.a, for State and local governments' participation in the March 21, 1984 exercise.
We believe that granting this exemption will not adversely affect the overall state of emergency preparedness at the Virgil C.
Summer Nuclear Station.
A check in the amount of Four Thousand Dollars ($4000.00) is enclosed as required by 10CFR170.22.

On March 21, 1984, the V,. C. Summer Nuclear Station (SCE6G) is scheduled for an annual site exercise.
We request that full scale participation by the affected local governments and substantial participation by the State not be required for this scheduled exercise.
In that 44 CFR350 grants exclusion to local governments that have participated in a full scale exercise within one year of the effective date of the above mentioned regulation and in that all local governments participated in a full scale local exercise with V. C. Summer Nuclear St ation un March 16, 1983, we desire exclusion because of the reasons stated herein.
