We have reviewed the Revised Licensed Operator Qualification and Requalification Training Program submi.tted by you in response to the March 28, 1980 letter fran H. R. Denton.
Based on our review, we find that program to be unacceptable for 'IMI-1 licensed operations personnel.
Incorporation of tha itms listed in the enclosure to this letter will be hecessary for acceptability.

-a similator for control manipulations as a substitute for actual plant operations but does not allow the leeway suggested by the wording in your procedure as now written.

In addition, the last paragraph of this sect %n states that,
