O Emergency Plan Implementing Procedure EPIP-OSC-1 l Operations Support Center I EMERGENCY CLASSIFICATION I. PURPOSE , , I To provide descriptions and examples initiating conditions of the four  ! Emergency Classifications: 1) Notification of Unusual Event; 2) Alert;

3) Site Area Emergency; and 4) General Emergency.

II. PREREQUISITES

1. Occurrence of an incident disrupting normal operation of the plant.

III. PRECAUTIONS

1. Monitor conditions carefully and act conservatively to minimize the impact on the surrounding environment, health and safety of the public as well as plant equipment and personnel.

IV. PROCEDURE O 1. uPon recognition of an abnon ai piant or site condition the observer shall notify the Shift Supervisor of the situation.

2. The Shift Supervisor shall (using EPIP-OSC-14 as a guide):

a) Evaluate the condition and determine the applicable emergency classification per Figure OSC-1.1, Emergency Action Level (EAL) Criteria. Figure OSC-1.2 should be used to aid in making GENERAL EMERGENCY offsite protective action decisions.

-                                 b. Declare the applicable EAL and activate the Radiological Emergency Response Plan (RERP) per EPIP-OSC-2.

c. Upon activating the RERP refer to the appropriate Emergency Plan Implementing Procedure (EPIP) for immediate and follow-up actions based upon the following:
1) Notification of Unusual Event Actions, EPIP-OSC-3

] Alert Actions, EPIP-OSC-4 2)

3) Site Area Emergency Actions, EPIP-OSC-5 3

EPIP-OSC-8-1 Fort Calhoun Station - Unit No. I h Emergency Plan Implementing Procedure EPIP-OSC-8 MEDICAL ASSISTANCE Method for obtaining quick medical assistance, primarily transportation and treatment, for major personal injuries at the Fort Calhoun Station. Appendix I outlines telephone messages to be used based upon an actual emergency or drill / exerci'se situation. I. PURPOSE This procedure provides the instruction to identify.personaf in-juries, procure emergency first aid and receive specialized medi-cal treatment. II. PREREQUISITE A. The injured person has been moved, if possible, from a radia-tion area or shielding installed to reduce radiation exposure. B. The injured person has been decontaminated and protective clothing removed, if possible. O IV. PRECAUTION A. In case of severe injury, first aid and medical assistance take,s precedence over contamination control. The injured person sitould not be left unattended. A fellow B. employee should remain with the victim for first aid and encouragement until full treatment is provided. V. PROCEDURE

1. Injuries sustained outside the radiation control areas shall receive medical assistance in accordance with Standing Order G-14, Personal Injuries.

5. Notify the University of Nebraska Medical Center, Radiation Treatment Facility (Telephone 559-5299) that a radiation

.                                                   EMERGENCY DUTY OFFICER (EDO) ACTIONS I. PURPOSE To provide a procedure which delineates the duties, responsibilities and actions of the Emergency Duty Officer. These actions are applicable when either the Operating Shift Supervisor or a reporting staff member is functioning as the EDO. The checklist outlined in Appendix 1 provides the basis for an Immediate Actions booklet for the Shift Supervisor's use.

II. PREREQUISITES A. Emergency Plan Training has been completed for the EDO position. B. The Emergency Duty Officer is cognizant that he has the following responsibilities: (1) Is responsible for the overall direction and coordination of the Emergency Organization effort. This responsibility cannot be d a***d-O . (2) Control information releases. This responsibility cannot be delegated. (3) Ensures the proper classification of the emergency and reviews to see if the event should be upgraded or downgraded. .This ..! responsibility cannot be delegated. , (4) Interfaces with NRC. l (5) Controls' the relation of the ori-shift personnel to the Emergency Organization interface. This responsibility cannot be delegated. (6) Provides overall control of on-site emergency response facilities. This responsibility cannot be delegated. b. Determine the affected wind sector with, letter designation A to R, using the wind direction data frca Step 1.a. above. (affected wind sector is the sector opposite a the wind direction sector).

Enter the affected wind sector in TabFa EOF-15.1.

c. Obtain the stack flow rate from tne centrol room and enter in Table EOF-15.1; convert this value to m3/sec and enter in Table EOF-15.1.

1 d. Determine the relative deposition factor (D/Q) for a selected !! downwind distance from Table EOF-15.2 and enter in Table EOF-15.1. NOTE: If the selected downwind distance is between two of the listed distances, use the next SMALLER distance. _
