Fa=t Cold Starts of In-response to NRC Generic Letter 83-41, Diesel Generators," South Carolina Electric and Gas Company (SCE&G) provides the following information:

Frequent fast cold starts can cause degradation of the reliability and availability of the diesel generators.
Colt, the manufacturer of SCE&G's diesel generators, recommends a starting and continuous running procedure which is not nearly as severe as the testing required by

technical specifications.
Starting and loading the diesel. generators in the manner described in the technical specifications may produce abnormal mechanical and thermal stresses in the diesel engines which could lead to accelerated wear and an increased probability of failure.
