CLARIFICATION TO REQUEST TO REVISE TECHNICAL SPECIFICATIONS -

FOOTNOTE AND BASES EXPANSION I r

Enclosed is a supplement to the request to revise the Vogtle Electric Generating Plant [

(VEGP) Technical Specifications (TS) previously submitted by letters LCV-0378-B dated  ;

January 3,1995, entitled " Clarifications and Footnote Addition to Electrical Power l Systems-AC Sources," and LCV-0378-C dated June 14,1995. The intent of these  !

requests are to change the TS to clarify action statements and surveillance requirements for offsite circuit (s) and the onsite electrical distribution system breaker alignments.

The footnote addition of this request, when approved, will allow the redundant emergency ,

safety busses of 4160 volt switchgear to be manually connected within the unit by tie breakers in order to allow the transfer of preferred offsite power sources independent of l emergency diesel generator operation. l With this submittal Georgia Power Company expands the footnote proposed to be added  ;

in TS section 3.8.3.1 and the TS electrical bases in order to clarify that the interconnection  !

of redundant emergency safety busses of 4160 volt switchgear is intended to be a  ;

temporary alignment which will be governed by strict procedural adherence to certain preconditions and limitations in order to assure that the ability to simultaneously sequence both trains of LOCA loads is not adversely impacted. j
