( UPDATE AND CLARIFICATION TO . '1 L REOUEST TO REVISE TECHNICAL SPECIFICATIONS i Enclosed is an update to the request to revise the Vogtle Electric Generating Plant (VEGP) Technical Specifications TS previously submitted by letter LCV-0387B dated January 3,1995, entitled " Clarifications and Footnote Addition to Electrical Power Systems-AC Sources," and henceforth referenced as the " Standby Auxiliary Transformer  :

(SAT) TS change request." The primary purpose of the original change request was'to I clarify action statements and surveillance requirements for A.C. otTsite circuit (s) and the ;I onsite electrical distribution system breaker alignments.

' Because of subsequent discussions with the NRC, Georgia Power Company clarifies in the l revised bases of 3/4 Chapter 8, that the alignment of the SAT is intended to be a temporary alignment and 'will be utilized when the normal preferred offsite power source, i l the RAT, is unavailable. The time spent in this configuration, (the SAT in place of a I

RAT), will be minimized to the extent necessary to accomplish RAT maintenance, surveillance, or other applicable corrective actions.

l This update is also required because changes to the attached pages were issued on L May 31,1995, by TS Amendment numbers 86 and 64. The changes approved by these Amendments were not reflected in pages submitted in the original SAT TS change request. Therefore, the enclosed replacement pages should be utilized in place of those l of the original request submitted January 3,1995 by letter LCV-0387-B.
