Docket No. 50-219 Updat(d Walkdown Schedule for Resolution of Unresolved Safety Issue A-46 The purpose of -this letter is to provide our plan for the plant walkdown associated with the implementation of Unresolved Safety Issue (USI) &*6 at Oyster Creek Nuclear Generating Station.
On June 28, 1991 the Commission issued Generic letter No. 88-20, Supplement 4 entitled " Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities - 10 CFR 50.54(f)." In Section 5 of ' e generic letter under " Coordination With Other External Event Programs", it sto s that "USI A-46 should be coordinated with the IPEFE so that the objectives of both activities may be accomplished with a single walkdown effort."
GPUN is in agreement with the staff position quoted above and bclieves that a single seismic walkdown effort would minimize the radiological exposure of the walkdown tcas while maintaining consistency in both USI A-46 and IPEEE programs.
We, ther] fore, plan to coordinate the USI A-46 walkdown with the IPEEE walkdown l
to minimize duplication of our efforts.
Currently. Oyster Creek Integrated Schedule indicates t'
. the USI A-46 walkdown is planned for the upcoming refueling outage '14R.
I asever, with the single walkdown approach described above it is projected that tne USI A-46 walkdown will be conducted in 15R outage in coordination with the IPEEE walkdown.
The IPEEE walkdcen is expected to be broader in scope and to require more preparation. The plan to conduct the USI A-46 walkdown in refueling outage 14R was based on the Staff's projected issue date of June 1990 for the safety evaluation report (SER) for revision 2 of the SQUG/EPRI Generic Implementation Plan (GIP). This SER is now projected to be issued in late 1991.
This projected issue date supports coordination with IPEEE walkdowns in 15R refueling outage.

C311-91-2137 Page 2 As requested by the Supplement 4 of Generic Letter 88-20, GPUN is planning to submit - our response by December 25, 1991 describing our proposed program for completing the IPEEEs.
The response will include the final schedule for the IPEEE/USI A446 walkdown. The final schedule will then be reflected in our future Integrated Schedule for Oyster Creek Nuclear Generating Station.
If you have any questions concerning the above, please contact Mr. Michael Laggart, Manager, Corporate Nuclear Licensing at (201) 316-7968.
Very truly Yours, Dh us A s
