This amendment application requests a revision to Technical Specification Table 6.2-1 to permit an individual with a valid-Senior-Reactor: Operator ("SRO") license.and who is qualified as a Shift Technical Advisor ("STA") to assume the control room command function during any absence of the Shift Supervisor

("SS") from the control room.

Callaway Plant Technical Specifications (6.2.4, Table 6.2-1, and 13.1. 2. 2. 4.'3 ) currently permit either continued use'of a dedicated STA et a combined SRO/STA

(" dual-role") position as long as_the SS or'the SRO meets the qualifications for'the STA.

The current. Technical Specifications regarding the dual-role SRO/STA"are consistent:with Option 1,

" Combined SRO/STA Position," of Generic Letter 86-04 (Reference 1).

Currently,--if the Operating. Supervisor ("OS"), a licensed SRO, holds the dual-role SRO/STA position,' Technical Specification-Table 6.2-1-prohibits-him.from assuming the control room command function while the SS-is away'from the control. room (e.g.,

to perform inspections or walkdowns-elsewhere in the plant).

However, the OS could assume the control room command function while the CS.is away from the control room if the SS holds the dual-role SRO/STA position. -

This amendment would merely permit any individual in the dual-role SRO/STA position to assume the control room command-function _during any abssnce of'the SS from.the control room.

The

minimum shif t conglement will remain as currently specified in Technical Specification ~ Table 6.2-1.

The STA position may be either a dedicated position or. combined with one of.the-two SROs.

The SS will continue to remain on site and available to resume the control room command function.

The combined SRO/STA. position has been evaluated and determined to have no adverse impact on the ability of control room personnel to perform their responsibilities.

Specifically, we.

have assessed the impact of the combined SRO/STA position and have determined-that it_would not adversely _ affect'the ability of L

control room personnel to respond to a_planticasualty such as a fire. LThe combined SRO/STA would be-excluded from being a member

-of the fire brigade by Technical Specification 6~.2.2.e which excludes "any other personnel required for'other essential functions'during a fire emergency."

This restriction would ensure that the SRO/STA would remain available to provide technical'_ support to the~ Shift Supervisor with regard to safe Looerations during normal and' emergency operations.

The combined SRO/STA would not change the requirement to have five members of the fire brigade present on site at all times.

1.

Increase the probability of occurrence or consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report.

The change does not affect accident initiators or assumptions.

The proposed change simply provides flexibility in meeting an administrative requirement and does not involve any modifications or changes in the plant.

The Shift Supervisor will remain on site and available to resume the control room command function.

Shift personnel will continue to have the expertise to recognize and effectively respond to plant transients or other abnormal events.

The radiological consequences of any accident previously evaluated remain unchanged.

2.

Create the possibility for an accident or malfunction of a different type than any previously evaluated in the safety analysis report.

The proposed change does not create any new accident initiators nor involve any modifications or changes in the g

plant.

The proposed change simply provides flexibility in meeting an administrative requirement and does not involve any modifications or changes in the plant.

The Shift Supervisor will remain on site and available to resume the control room command function.

The STA or SRO/STA will continue to provide engineering and accident assessment expertise on shift.

The training, expirience, and expertise on shift to analyze, assess, and evaluate plant transients and accidents will not be diminished.

3.

Reduce the margin of safety as defined in the basis for any technical specification.

The proposed change will not affect any safety limits, boundary performance, or system performance.

The proposed changs cimply provides flexibility in meeting an adm:t istrative requirement and does not involve any modici;ations or changes in the plant.

Tne Shift Supervisor will remain on site and available to resume the control room command function.

The STA or SRO/STA will continue to previde engineering and accident assessment expertise on shift.

The training, experience, and expertise on shift to analyze, assess, and evaluate plant transients and accidents will not be diminished.

Given the above discussions, as well as those presented in the Significant Hazards Consideration, the proposed change does not adversely affect or endanger the health or safety of the general public or involve a significant safety hazard.

This amendment application requests a revision to Technical Specification Table 6.2-1 to permit an individual with a valid Senior, Reactor Operator ("SRO") license and who is qualified as a Shift Technical Advisor ("STA")~to assume the control room command function during any absence of the Shift Supervisor

Callaway Plant Technical Specifications (6.2.4, Table 6.2-1, and 13.1.2.2.4.3) currently permit either continued use of a dedicated STA or a combined SRO/STA (" dual-role") position as long as the SS or the SRO meets _the qualifications for the STA.

The current Technical Specifications regarding the dual-role SRO/STA are consistent with Option 1,

" Combined SRO/STA-Position," of Generic Letter 86-04 (Reference 1).

Currently, if the Operating Supervisor ("OS"), a licensed SRO, holds the dual-role SRO/STA'pouition, Technical Specification

_ Table 6.2-1 prohibits him from assuming the control room command function while the SS is away from the control room (e.g., to perform inspections or walkdowns elsewhere in the plant).

However, the10S could assume the control room command function while-the SS is away from the control room if the SS holds the dual-role SRO/STA' position.

This amendment would merely permit any individual in the dual-role SRO/STA-position to assume the control room command function during any r.bsenta of the SS from the control room.

The minimum shift complement will remain as currently specified in Technical Specification Table 6.2-1.

The STA position may be either-a dedicated position or combined with one of_the two_SROs.

The'SS will continue to remain on~ site and available to resume

The~ combined SRO/STA position has been evaluated and determined to have no adverse impact on the ability of control room

The proposed amendment involves a change with respect to the administrative controls on the minimum shift-crew composition of the control room located within the restricted area as -defined in 10 CFR 20, Union-Electric has determined tuat the proposed amendment does not involve:

1)

A significant hazard consideration, as discussed in

. Attachment 3 of this amendment application; 2)

A significant change in the types or significant increase 1in the amounts of any effluents that1may be released offsite; 3)

A significant increase in individual or cumulative occupational radiation exposure.

Accordingly the_ proposed amendment meets the eligibility criteria for-categorical exclusion-set f orth in 10 CFR 51.22 (c) (9).

Pursuant to 10 CFR-51122(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
