I as the present operations Superintendsat for the TatzPatrick Nuclear Plant of the New York Power Authority ("the Authority") and have so served since April 3, 1989.

I began my employment with the Authority at its FitzPatrick Nuclear Plant'in August of 1977 an a Shift i
Supe rvisor.
I served as Waters system Supervisor for the perto:
'. e b ru a ry, 1982 to February, 1984, Wasta Management General Supervisor from February, 1984 to August, 1985 and Assistant
- operations superintendent from August of 198S to Apri1 of 1969.

In my various job titles, I have directly or f indirectly supervised Mr. David Manning as a Reactor operator a a senior Reactor operator ter over six years.
I have observed i
him both on the job and during training.

I believe Hr. Manntnq to be a very intelligent 4.
individual who was able to complete the rigorous trathtng ard testing Program to become a Senior P.eactor Operator.
I further believe that Mr. Manning is. and contt,..st to e, up o his suspens ten, a good worker who I never recogntged as under the influence of drugs or alcohol or acting inappropriately while on the job.
His work was consistent;y
- good, on several occasions he was upgraded for extended pert:ds of time ((J Assistant shif t Supervisor and was selected to to the only 2p4 Pater 11Sisc for the f actory verification and installation of the plant specific simulator for the TitsPatrick P l a r.t.

cn or about October 9, 1990, I learned that Mr.
Manning had a drug and/or alcohol problem which he is in the process of addressing.
I attended the meetings with Mr.
Fernandez and others to determine how to proceed in restoring h:
i to work and unescorted access.
I believe that the course determined by William Fernandes, II, Plant Manager, to return M Manning to non-licensed duties for a period of time to ensure h continued rehabilitation while doing meaningful work to to the corroes one.
I do not question Mr. Manning's trustworthiness.
- If I did, I would have so advised Mr. Fernandes and of course,
. objected to the restoration of his unescorted access to the
- l facility.

I believe Mr. Manning to be a good employee who can
, continue to do good work at rit: Patrick.
