Dear Sir:
On April 29, 1993, McGuire Engineering and Maintenance installed replacement valve 1NI-158 into class 2 piping of the Safety Injection System.
At that time, McGuire Unit 1 was committed to the 1986 edition of Section XI of the ASME Boiler and Pressure Vessel Code.
The second interval had begun on December 1, 1992.
Hydrostatic testing of the repair at that time would have created a hardship to the plant.
Thus the hydrostatic test was deferred since it was not required until the end of the second interval (November 30, 2002).
By letter dated February 22, 1995, Duke Power proposed to apply Code Case N-416-1 as alternative pressure test rules for welded repairs or installation of replacement items by welding in Class 1,2 and 3 piping at McGuire Units 1 and 2.
By Letter dated March 27, 1995, The Nuclear Regulatory Commission authorized the use of Code Case N-416-1 pursuant to 10 CFR 50.55a (a) (3 ) (ii).
Regarding the installation welds of the replacement valve 1NI-158, in that (a) NDE was performed in accordance with the methods and acceptance crAreria of subsection NC-5000 of the 1992 Edition of The ASME Code Section III; (b) a VT-2 visual examination was performed in conjunction with a system leakage test, using the 1992 Edition of Section XI in accordance with para. IWA-5000, at nominal operating pressure and temperature, and (c) use of this case was documented on the applicable NIS-2 Form, McGuire has invoked Code Case N-416-1 in this matter.
Therefore, no further action is planned in this matter.
