Dear Mr. Stolz:
On October 3, 1983 (Serial No. 987) Toledo Edison responded to Mr. D. G.
Eisenhut's letter dated February 8, 1983 (Log No. 1222) concerning Resolution of TMI Action Item II.K.3.5 " Automatic Trip Reactor Coolant Pumps" (Generic Letter 83-10). Our response provided plans and schedule for resolution of Automatic Trip of Peactor Coolant Pumps (RC pump) for the Davis-Besse Nuclear Power Station Unit No. 1.
In the letter Toledo Edison committed to revise the operating procedures to have the operators trip the RC pumps on loss of subcooling margin by December 31, 1983. A review of the total program which includes simulator training and in light of the recently approved " Abnormal Transient Operating Guidelines (ATOG)" (Generic Letter 83-31) we will not be able to meet the above date. The recently approved B&W ATOG guidelines inc1'ide the RC pump trip criteria.
l Toledo Edison is preparing procedures based upon the ATOG' guidelines to be placed in service during the 1984 refueling outage. The incorporation of these guidelines will require operator and simulator training and would be the apprcpriate time to change the RC pump trip criteria. The revision of these procedures to include the ATOG guidelines at one. time, is the best utilization of Toledo Edison resources.
