Advice Regarding Sample of Advance Notification of Shipments of Spent Nuclear Fuel In accordance with 10CFR73, Nebraska Publi:: Power District (NPPD) is required to provide advance notification to the Governor of a state or his designee and the Regional Adminis-trator of the appropriate Nuclear Regulatory Commission Inspec-tion and Enforcement Regional Office seven (7) days prior to a shipment of spent nuclear fuel.

NPPD is plannin'g shipments of spent nuclear fuel from Cooper Nuclear Station to General Elec-tric Company's Morris Operation commencing sometime after mid-October.

This informa-tion shall be treated as safeguards information in accord-ance with 10CFR73.21.

This page will be provided in a separate sealed envelope and must be protected against unauthorized disclosure until ten calendar days following the arrival of the shipment at its destination.

Attachment I will be sent to you via certified mail, postmarked seven (7) days prior to a shipment or series of shipments.

Attachment II contains a copy of 10CFR73.21 which describes specific regulations pertaining to safeguards information.

The following is a brief overview of that part.

Please refer to Attachment II for the complete rule.

il73.21 - Requirements for protection of safeguards information.

This part explains precisely who shall ensure that all safeguards information is protected from unauthorized disclosure; what information shall be considered as safe-guards information (paragraph [b][2]); how the safeguards information shall be handled in terms of:

Access, Protec-tion while in use or storage, Preparation and Marking of Documents, Reproduction and destruction of printed mater-ial, External Transmission of documents, Use of automatic data processing, and Removal from Safeguards Information category.

The requirements set forth in this rule shall govern the dis-closure of any of the safeguards information pertaining to each of the spent fuel shipments.
