DESCRIPTION OF AMENDMENT REQUEST The proposed amendeent would revise the sensor locations currently specified in Surveillance Requirement 4.6.1.5.
For Beaver Valley Power Station (SVPS)
Unit No.
1, one sensor location would be revised to designate an alternative sensor.
The description and/cr Glovation for four sensor locations would be revised to reficct the actual in plant locations.
The word
" thermocouple" would be replaced with
" detector" in the surveillance description.
For SVPS Unit No.
2, two sensor locations would be revised to designate two alternative sensors.
One sensor location clovatica would also be revised to reflect actual i r.-pla n t location.
The list of sensor locations for both units would be revibed to list the sensors by elevation.
B.
BACKGROUND The containment average air temperature is determined per Surveillance Requirement (SR) 4.6.1.5 to ensure that containment operation remains within the limits assumed in the containment design bases analyses.
Containment average air temperature is determined, to be within the limits specified in Limiting Condition for Operation (L.C.O.)
3.6.1.5, by obtaining temperature readings from the five specified sensor locations and calculating an arithmetic average.
The five locations, which are specified in SR 4.6.1.5, were selected to be representative of the overall containment atmosphere.
C.
JUSTIFICATION The five temperature sensor description and/or elevation revisions reflect actual in-plant locations and are editorial in nature.
The replacement of the word
" thermocouple" with
" detector" would more accurately describe the Resistance Temperature Devices installed at BVPS Unit No.
1.
The three temperature sensors being replaced with alternative sensors are the result of a contair. ment temperature profile study conducted over a
three month period.
The goal of this study was to select five sensors from a
group of twenty which were as spatially diverne as possible in order to obtain a true representation of containment conditions.
Each sensor was grouped by elevation, functional
- location, quadrant location and average temperature.
Five sensor locations were chosen from a group of twenty for each unit based primarily on containment elevation.
Secondary consideration was given to functional
- location, quadrant locations and average temperature.
The results of this study are reflected in the proposed revision to the sensor locations specified in SR 4.6.1.5.
The proposed revision to cne sensor locations, used in determining containment average temperature, will provide a

The better representation of average air temperature will ensure that containment operation is maintained within the limits as specified in L.C.O.

The containment air temperature and air partial pressure form a set of initial conditions which are used in the containment integrity analyses.
The LOCTIC computer program is used for these analyses and requires a single air temperature input, which 4
is representative of the average air temperature.
In the
- program, the entire containment atmosphere is treated as a single volume with homogeneous properties.
The input air temperature is used along with the air pressure to establish the mass of non-condensibles-in the volume.
The air temperature also establishes the initial temperature of the heat sinks.
For BVPS Unit 1,
six (6) different limiting analyses are run.
These-include peak containment pressure (LOCA and MSLB),
depressurization
- time, sub-atmospheric peak
BVPS Unit i
2 has similar containment analyses, but does not use the LOCTIC j
Program for pump hPSH calculations.
The cepressurization time and sub-atmospheric peak pressure runs use a minimum containment i
air temperature input for the limiting case.
This tends to maximize the mass of non-condensibles and thus makes depressurization more difficult.
All other cases use maximum air temperature as the limiting input.
This has the effect of raising the initial peak pressure during large breaks (steam line or RCS) primarily due to the higher heat sink initial temperatures.
This also has the effect of providing lower pressures in the longer term when combined with a minimum initial air pressure due to the lower mass of non-condensibles.
The proposed change to the specified sensor locations, used to determine containment average temperature, will not change the limits specified in L.C.O.
3.6.1.5 and utilized in the containment DBA analyses.
The proposed sensor locations will provide a
better representation of the bulk air temperature inside containment based on engineering judgement.
The ability of the containment to perform its intended function as a fission product barrier remains unchanged.
Attachm:nt B, continund Proposed Technical Specification Change Nos. 189 and 53 Page 3 Therefore, this change is considered safe based on the fact that the proposed. amendment will provide specific temperature sensor locations which will be more representative of the overall containment atmosphere temperature.
This will ensure that the containment operation is maintained within the limits utilized in the DBA analyses for containment.
The ability of the containment to perform its intended function as a fission product barrier therefore remains unchanged.
E.
NO SIGNIFICANT HAZARDS EVALUATION The no significant hazard considerations involved with the proposed amendment have been evaluated, focusing on the three standards set forth in 10 CFR 50.92(c) as quoted below:
The Commission may make a final determination, pursuant to the procedures in paragraph 50.91, that a proposed amendment to an operating license for a
facility licensed under paragraph 50.21(b) or paragraph 50.22 or for a testing facility involves no significant hazards consideration, if operation of the -facility in accordance with the proposed amendment would not:
1 (1)
Involve a
significant increase in the probability or consequences of'an accident previously evaluated; or (2)
Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3)
Involve a significant reduction in a margin of safety.
The following evaluation is provided for tha no significant hazards consideration standards.

Therefore, the proposed changes do not create the possibility of a new or different kind of accident from any accident previously evaluated.

Does the change involve a significant reduction in a margin of safety?
The maximum and minimum allowable containment temperature is not changed by this proposed. amendment.
The proposed change will ensure that-containment temperature is maintained within these limits.
Thn expected maximum and minimum containment pressure along with the ability to return to a subatmospheric condition with 60 minutes following a DBA remains unchanged.
The ability of the containment to perform its intended function as a fission product barrier remains unchanged.
Therefore, the proposed change does not involve a
significant reduction in a margin of safety.
F.
NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION Based on the considerations expressed above, it is concluded that the activities associated with this license amendment request satisfies the no significant hazards consideration standards of 10 CFR 50.92(c)
- and, accordingly, a
no significant hazards consideration finding is justified.
G.
ENVIRONMENTAL' EVALUATION The proposed changes have been evaluated and it has been determined that the changes do not involve (1) a significant hazards consideration, (ii) a significant change in the types or significant increase in the amount of any effluents that may be released off site, or (iii) a significant increase in individua) l or cumulative occupational radiation exposure.
Accordingly, the proposed changes meet the elegibility criterion for categorical l
exclusion set forth in 10 CFR 51.22 (c) (9).
Therefore, pursuant to _ 10 CFR 51.22 (b), an environmental assessment of the proposed changes is not required.
