APPLICATION FOR AMENDMENT TO OPERATING LICENSEj Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Uconso No. DPR 59, hereby app!!es for an Amendment to the Technical Specifications contained in Appendix A of th!s license.

The proposed amendmed to the James A. FitzPatrick Technical Specifications deletes Table 3.71 (entitled, " Primary Containment isolation Vaives" on pages 198 through 209) along with any associated notes and any references to this table from the Technical Specifications. This change reflects the guidance included in NRC Generic Letter 9108 and is similar to an earlier change to delete the table of containment isolation valves except that any reference to the updated final safety analysis report has been eliminated from the Umiting Conditions for Operation or Surveliiance Requirements.
Changes to page 196 del _ete an erroneous reference to a list of containment isolation valve closure times in Bases 4.7.D. Valve closure times were deleted from the table of containment isolation valves (Table 3.71) in Amendment 150 when the table was extensively revised and updated.
Enclosed for filing is the signed original of a document entitled, " Application for Amendment to Operating Ucense," with Attachments I and il thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating Ucense. The Safety Evaluation for the
- proposed changes is included as Attachment II.
