Dear Mr. Kopolcr:
The purpose of this letter is to nrovide vou with notification of an Abnormal Occurrence as reauired by Technical Specification 6.6.B.l.a within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of the occurrence.
At 0715, nunber 5 T.I.P. ball valve was found in the open posi-(
tion and would not close when coerator initiated.
Instrument nochanics are repairing the valve at this nonent.
Load is be-ing reduced at the rate of 20 MWe/Hr. and the T.I.P. actuating mechanism is ready to fire if necessary.
There is no inmediate danger to the health and safety of the public.

This occurrence was discussed by telechone with Mr. Knop of your office on Movember 8, 1974 Further infornation will be pro-vided by Abnormal Occurrence Report AO 50-254 74-37 which will be submitted within 10 days of the date of this occurrence.
