Dear Mr. Keppler:
The purpose of this letter is to provide you with notification of an Abnormal Occurrence as required by Technical Specification 6.6.B.I.a within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of the occurrence.
At 4:45 a.m. on July 29, 1975, during quarterly flow rate survalliance testing of the High Pressure Coolant injection (llPCl) system, a flow rate of 5000 GPH ot a system pressure of 1150 psig, as required by Technical Specification 4.5.C.1, could not be obtained. An indicated flow rate of 4860 GPH was obtained at*1225 psig.
In order to obtain a flow rate of 5000 GPH, the pressure had to be reduced to just over 1000 psig.
Testing of the other emergency core cooling systems, as required by Technical Specification 4.5.C.2 was immediately begun as was an investigation of the cause of the occurrence.
This occurrence was discussed by telephone with Mr. Knop of your office on July 29, 1975 Further information will be provided by Abnormal occurrence Report No. 50-265/75-27 which will be submitted within 10 days of the date of this occurrence.
