This occur-rence desnonstrated that a short period of less than five seconds was also experienced on ifnit Cnc during a similar shutdcwn rmrgin deconstration per-formed on May 4,1977. On May 4 howcVer, the period information was in-suf ficient to clearly demonstrate the magnitude of the suspect period and
.in antysis of the data available led to the conclusien that a short period had not occurred. An in-house deviation report (D-4-1-77-40) was initiated l,1977 occurrence because the procedure for performing the

shutdown margin was not folicwed. The operator quickly inserted the notch to terminate the event.

To demonstrate that a short period had not occurred, and to obtain the j
necessary shutdown margin data, the test was repeated on Hay 7,1977 At i(
that time an error in judgement was inade by the nuclear engineer in alicwing the reactor operator to continuously withdraw a centrol. rod during approach 1
to the critical rod configuration.
In addition, a procedure violation occurred f
In that the rod movements performed were not governed by ars approved procedure.
The critical rod had to be re-Inserted to establish a managutte period. This.
h occurrence demnstrated the existence of momentary periods shorter than 5 2.econds I

In ca..h case the irtediate action taken by the reactor operator was safe, co r rec t., and appropriate.
The short perieds existad for only approximately 4 seconds and 9 soccads respectively.
There were no healtn or safety consequences resulting f rce this occur rence.
