Fort St. Vrain Dew' point Moisture Monitor Response Testing At 70% Power

Dear Mr. Collins:
In fulfillment of the DPMM testing requirements of Fort St. Vrain Technical Specification LC0 4.9.2, please find attached the results of tests run at 70% tractor power. As explained further in the attached submittal, 70*.' power testing in lieu of 100% power testing was determined acceptable by a July 25, 1978 letter forwarded by Mr. Themis P. Spies.
Public Service Company feels the attached report along with the 5%
and 25% power reports (Reference (1)), constitute satisfactory completion of all required DPMM testing and verification that moisture monitor system response timas are acceptable under all actual operating conditions.
Nuclear Regulatory Commission review and written concurrence is requested on this subject, based on the current Technical specification requirements.
Please note that this report supports and suggests Technical Specification changes associated with the Plant Protective System moisture monitor operability requirements.
These changes will be proposed in a future submittal but should not be considered in the acceptance of this report.
