FSV DEWPOINT MOISTURE MONITOR RESPONSE TESTING We have reviewed your proposal presented in letter dated June 2,1978 (P-78092) to perform moisture response time testing at 70% reactor power in lieu of tests at 100% power.
Flow characteristics of various portions of the Dewpoint Moisture Monitor Sampling System have been established by previous tests over the full range of helium conditions, circulator pressure differentials, and valve positions anticipated during power operation.
Consequently, sufficient empirical data exists upon which to adjust-test results to the steam generator leak conditions for which the DPM'i system was designed. The data acquired at 70% power can be adjusted and extrapolated to 100% power with confidence.
We conclude, therefore, that DPMM response tests conducted at 70%
power as proposed, together with tests already completed at 5% and 25% reactor power as submitted by PSCo letter of June 30, 1977 (P-77144), can provide adequate confirmation of the predicted system response without need t) conduct tests at 100% power.
It should be noted that Technical Specification LC04.9.2 specifies l
that a moisture injection test be conducted at 100% power as part l
of the B-Series start-up tests. Satisfactory tests conducted at 705 power will fulfill this comitment.
