Braidwood Station Units 1 and 2 10 CFR 50.55(e) 30 Day Report Recycle Holdup Tank Leak NRC Docket Nos. 50-456/457

Dear-Mr. Keppler:

On April 13, 1984, the Commonwealth Edison Company notified Mr.

W. L. Forney of your office of a deficiency reportable pursuant to 10 CFR 50.55(e) regarding a leak in the_" Recycle Holdup Tanks", OAB01TA and 0AB0lTB. For your tracking purposes, this deficiency was assigned Number 84-06.

This letter fulfills the thirty day reporting requirements of 10 CFR 50.55(e) regarding this matter, and is considered to be an

-interim report.

DESCRIPTION OF DEFICIENCY During flushing of the AB system piping, a leak from the base of tank OAB0lTA was discovered. A visual inspection of the bottom plate welds revealed certain questionable areas which were subsequently wire-wheel brushed. This brushing process revealed various unacceptable fillet welds in the lap joints of the bottom plates. Some small areas of fillet welds were completely removed by f

the wire wheel. A similar inspection of the "B" tank revealed similar weld defects.

ANALYSIS OF SAFETY IMPLICATIONS If the leak in the tank was left undetected, the Auxiliary Building floor and-drain system could become contaminated with relatively low level waste water.

CORRECTIVE ACTION TAKEN The tank manufacturer Chicago Bridge and Iron (CBI) and the Commonwealth Edison Station Mechanical Analysis Department were consulted. Plate weld and sand samples from tank "A" were taken for laboratory analysis. Additionally, Chicago Bridge and Iron consulted with Parker Labs of Naperville, Illinois to analyze and determine the cause of the problem. Chicago Bridge and Iron expects to release information concerning the results of the analysis in mid-May.

Other similarly constructed CBI tanks were spot checked using wire brushes and/or wheels. No deficiencies were detected for the following tanks:

1AB02T 2AB02T 1AB03T 2AB03T Commonwealth Edison Company NCR L-604 was issued to track this deficiency until closed. Upon resolution of the NCR, a final report will be issued.
