Dear Mr. O' Leary:
The purpose of this letter is to provide you with further details regarding the above referenced Abnormal Occurrence Reports. The reports discussed the discovery of a failure of the !A RHR Service Water line and the discovery of a lump in the 2B RHR Service Water line. Further information regarding the failure and proposed courses of action was provided to the Commission by
' Quad-Cities Station Special Report 13".

An alternate course of action rursued during the installation of the modified piping was to repair the leak and the lump in the 1A line by working from the inside of the pipe. These repairs have been successful and thus the integrity of the 1A RHR Service Water line has been restored to its original design re-quirements.
s The repairs consisted of removing sections of the pipe that included the rupture and the lump. A section of the temporary pipe support that had caused the rupture and the lump were removed and a repair was made using a section of pipe of the sama dicmeter and material as the original header. A magnetic particle check of the weld was attempted but due to inaccessibility, adequate interpretation of the test was not feasible. A hydrostatic leak test was performed to verify the integrity of the line. The lA RHR Service Water line was returned to service on July 16, 1974 Installation of the cross-tie line between the 1A RHR Service line and the 2A RHR Service Water line, as described in Special Report 13, had been completed prior to completion of the internal repairs to the original 1A line. However, it is now not necessary to utilize' the cross-tic since the above repairs have been accomplished. The valve on the cross-tic line will be locked closed to maintain segregation of the two RHR Service Water Systems. Since the cross-tie is installed and available if needed, it provides a redundancy to the RHR Service Water Systems that did not previously exist.

The lump that was discovered on the Unit 2 'B'. RHR Service Water line will be repaired using the above method in the near future. Until that time, more frequent flow surveillance is in effect to assure the continued integrity of the 1ine. Notification of repalrs to the 2B 1ine wi1i be submitted to you upon their completion.
Because of the restoration of the IA RHR Service Water line to its original design requirements, the proposed Technical Specification change as submitted is no longer necessary. Operation of the Units will continue in its original manner. A new proposal for change to the Technical Specifications will be sub-mitted to provide for the presence of the cross-tie line and its use if needed in the future.
