Dear Mr. O ' Leary:
The purpose of this letter is to.rgport Chlorine Residual Co_ncentrations in the discharge baz which exceeded the Limiting Condition for Operation specil_l.ed in section 1.1.A Appendix B, Non-Radiological Technical Specifications. The limit of 0.10 ppm free and combined chlorine residuals in the discharge bay was exceed-ed on July 2, 1974 The maximum concentration at that time was 0.30 ppm.
Durir.g this 30 day period, the Hypochlorination system was out of service 16 days.
The waiver to the requirements of section 1.1 of Appendix B of the, Technical Speci fications of Facility Operating License Nos. DPR-29 and DPR-30, which ef fec- -
tively allcNed a free and combined chlorine residual of 1.0 ppm in the discharge bay, expired July 1, 1974. We ' arc now operating with the 0.10 ppr.i f ree and com-bined chlorine residual limit in the discharge bay as required by the above speci-fication.
It is our understanding that revised Technical Specifications are in.
the approval and signature process that will provide new limits for chlorine resid-uals. The subject excessive residual would have been within the new limits.
Also, the hypochlorite system flush line has been rerouted to the plant intake bay as described in a previous ictter. This had been cited as the cause for exceeding the limits in the past.
It is felt that this action should preclude excceding the new limits in the future.
