Dear Mr. Keppler:

On November 19, 1982, Commonwealth Edison Company notified your office of a deficiency reportable pursuant to 10CFR50.55(e) regarding structural steel installation inspection records at our Braidwood Station. References (a) and (b) provided information concerning this matter to fulfill the thirty day reporting requirement 4nd to provide an interim update. This deficiency was assigned Number 82-10.

In Reference (b), we indicated our expectations for completion of the inspection program and issuance of a final report by February 1, 1984. The purpose of this letter is to advise your office that this reinspection work is still in progress. The Attachment to this letter provides an updated status of our activities in this matter.

p ATTACHMENT UPDATED INTERIM REPORT STRUCTURAL STEEL INSTALLATION RECORDS BRAIDWOOD STATION UNITS 1 and 2 DESCRIPTION OF DEFICIENCY During-a Site Quality Assurance review of contractors' work procedures, it was determined.that inadequate provisions exist to ensure bolt torque and weld inspection for structural steel installation.- The provisions for performing the structural steel rinstallation were found to be generally adequate. The deficiency involves only inspections which should have been performed by a contractor different from the installation contractor.

The deficiency is limited to G. K. Newberg's installation of blockwall columns and miscellaneous structural steel in the Auxiliary Building. A continued review of the records for bolted and' welded inspection reports is being performed during the progress of the inspection program. This continual review of records has identified a revised total of 1,282 weld connections of 2,028 total ~ and 484 bolted connections of 825 total with missing inspection reports.

ANALYSIS OF SAFETY IMPLICATIONS o Lack of independent inspection of.these connections does not imply that the connections are in any way defective. The safety implications"can only be established with a case-by-case analysis of the as-found conditions of individual connections.

CORRECTIVE ACTION TAKEN All of G. K. Newberg's accessible welded and bolted connections will be inspected. Bolt and weld inspection on inaccessible connections ~will be on a statistical basis for those connections with missing records. The existing statistical sampling plan has been utilized to establish a new sample in accordance with Military Standard 105D.for a multiple sampling method.

The acceptance criteria will be based on yielding a 95%

confidence /95% reliability level. This program will verify installation using the same procedure requirements applied during initial installation.

ll, STATUS'0F-RESOLUTION All accessible welded and bolted connections have been reinspected for additional information required by Sargent and Lundy to evaluate the present inspection program.

Since a larger sampling is required due to the new population size, Commonwealth Edison now anticipates final resolution,by July 1, 1984, at which time another interim or final report will be issued.
