Dear Mr. Keppler:
The purpose of this letter is to provide you with notification of an Abnormal Occurrence as required by Technical Specification 6.6.B.I.a within 24 hours of the occurrence. While performing High-Pressure Coolant Injection System testing in accordance with Technical Specification 4.5.C.1, it was discovered the HPCI turbine would' not operate. The reactor pressure was reduced below 90 psig as required by Technical Specificatien 3.5.C.3. Upon investigation of the situation it was discovered the turbine speed changer motor was frozen in the closed position and damaged. The system was taken out-of-service and repairs commenced. The system will be tested again when repairs are completed This occurrence was discussed with Mr. C. Feierabend of your office on July 20, 1974.
