The purpose of this letter is to report Chlorine Residual Concentrations in the discharge bay which exceeded Technical Specification Section 1.1.A, Appendix B, Non-Radiological Technical Specificatione.
This limit of 0.10 ppm free and combined chlorine residuals in the discharge bay was exceeded on the following dates:
Date Maximum, Concentration, pom 8-5-74 0.20 8-23-74 0.40 8-28-74 0.57 The rerouting of the hypochlorite flush line as mentioned in previous letters apparently has not completely solved the problem of excessive chlorine residuals.
It does appear, however, that it has changed the situation such that further investigations are needed to explain and control the problem.
These invcstigations are in progress.
In three of the four i
chlorinations-monitored since the flush line was rerouted, higher residuals were found during the injection cycle than were found during the flush cycle.
This is contrary to the findings prior to having the flush line rerouted, wherein higher residuals were found during the flush cycle.
The actual Technical Specification limit was exceeded during both cycles on these occasions with exception of the flush cycle on August 28, 1974.
Revised Technical Specifications have been issued effective August 30, 1974 which include a higher limit for chlorine i
residual concentration.

Our investigations into the chlorination problem will continue, even though the new limits are higher, to provide assurance that we have an effective chlorination program and do not adversely affect the environs through the application of this program.
