Dear Mr. Keppler:

This letter serven to inform you that our evaluation of the deficiencies concerning design of the Illgh Pressure Core Spray (IIPCS) interfaces to the Suppression Pool Clean-up System has not yet been completed.

Mr. P. R. Pelke of your of fice van notifled on February 16, 1984, by Mr. B. D. Walrath of The Cleveland Electele Illuminating Company (CEI) that this problen was being evaluated, and an interim report, dated March 16, 1984, was also submitted.

This discrepancy was identifled during a safety system functional capability review performed for CEI by CDS Associaten. This letter contains a revised description of the deficiency and the date for filing of the next report on this subject.

Dencription of Deficiency The nonnnfety-related Suppression Pool Clenn-up (SPCU) System takes auction from the high pressure core spray nuction vin clean-up pump suction pool valve r22-F015. The IIPCS System will automatically start upon a 1.evel 21.ons of Coolant Accident (1.0CA) signal but the clenn-up pump nuction valven close on a 1.evel 1 1.0CA nignal per elementary diagram B-208-065.

In thin situation, the llPCS pump will experience opponing pump suction from the SPCU pump.

In addition, due to tha non-neinmic clannification of the SPCU system, this nituntion would create n non-aninmic interface with the llPCS nyntem.
