O Report No. 73-15 SUBJECTS Closuto of Main Steam Isolation Valve NSO4B in icss then throo seconds.

This event is considered to be an abnormal occurrenco as defined in the Technical Spocifications, paragraph 1.lSA.

Notification of this event as required by the Technical Specificacions, paragraph 6.6.2.a, was made to ABC Region I, Directorato of Regulatory Operations, by shone on Wednesday, July 25,1973, at 10:30 a.m. and by telecopier on nodnesday, July 25, 1973 at SITUATION.t Prior to conducting a plant startup, full closuro timing and scram checks were being conducted on all four Main Steam Isolation Valves.

In testing valva NSO43, closure tim was masured to be 2.6 seconds whereas the Technical specification limit in paragraph 4.5.I.2 is three seconds. No additional tining checks wore conducted, both of which indicated tha valve to be closing faster than the above limit.

CAUSEs The hydraulic dashpot was found to contain insufficient oil. Approxi~

mately four quarts of oil woro added, whereupon satisfactor,) closure timos were obtained. However, while stroking the valve, oil was detected leaking along the operating shaft out of the Seal Cartridge Assetrhiy. This apparently was the cause for tha loss of oil.

REMEDTAL ACTION:

The seal cartridge assembly was replacada oli was added'to the hydraulic cylindor, valvo timing adjusted, and the Main Steam Isolation Valve was returned to service.

SAFETY SIGNIFICAN mt The minimum valvo closato cine limit of thrco seconds is based upon limiting the vessci peak prcssura during the isolation valve closure transient analysis such that the main steam safety valves do not lift.

The offact of tho observed decreased tico for valvo closure would be to increase the vessel peak pressure during the transient. In this 0

situation, the plant was shutdown and <212 F, conscquently the sig-nificance of the fast valvo closuto was nil. Since the closura timas for the valves in the other steam lino vero normalo the offects of the fast closure time for NSO9B would probably have been min'imal ii the plant had been at power.
