I SITUATION:
'Ihc reactor was shutdown (scrammed) on September 8,1973 at i

0656 At 2255 on September 9,1973, NS03B was tested for leakage E
and found to be in excess of 100 SCFil. The limit, as detailed in L

the Technical Specifications, is 9.95 SCFil -(5'e of Lto [20]).
An r,
f estimate of the Icak rate is now being formulated and is conscr-h vatively expected to bc =200 SCFil, r
CAUSE:
Unknown at this time.
REMEDIAL ACTION:
i Prior to disassembly of the valve, stem measurements are being 4
taken on all four. valve,s to check for confonnity.
In addition, g
the following organizations have been contacted, informed of the situation, and asked for comments. Their comments will be incor-I porated into our decision on further action.

General Elcetric Company MPR Associates SAFETY SIGNIFICANCE:
The rate of pressure buildup in the reactor was compared to a e
graph of pressure buildup where at 1 cast one valve in each steam line was Icak tight. These plots compared favorably. This implies that one valve in the "B" Main Steam Line (i.e., NSO4B) was Icak tight. 1his was confirmed when pressure buildup between the valves was observed to be approximately th'e same as the reactor pressure. The redundancy feature will be ascertained only upon successful completion of the NS04B Icak test.
