Dear Mr. Schwencer:

In letter U-0647, dated July 5, 1983, Illinois Power sent to the NRC our schedule for activities associated with the Emergency Response Capability Implementation Plan that will satisfy the requirements of Generic Letter 82-33. The purpose of this letter is to submit our Emergency Operating Procedures Generation Package. The Clinton package satisfies the documentation needs outlined in Supplement I to NUREG-0737 and consists of the following attachments:

Draft CPS Procedure No. 1450.00, Rev. 0--CPS Emergency Procedure Guidelines CPS Procedure No. 1005.01, Rev. 11--Preparation, Review, and Approval of Station Procedures and Documents Draft Clinton Power Station Emergency Offnormal Procedures Verification and Validation Program Description of the Clinton Power Operator Training Program The CPS Emergency Procedure Guidelines (EPGs) have been prepared from generic ones developed by a BWR Owner's Group (BWROG). To facilitate your review of the Clinton Emergency Operating Procedures Generation Package, we are enclosing Revision 3J of the generic EPGs. The BWROG is still reviewing this material and is making revisions to accommodate a Combustible Gas Control Guideline. It is anticipated that the BWROG will submit Revision 4 of the generic EPGs to the NRC in the fall of 1984. Revisions to the CPS EPGs will be made as new generic information becomes available.

SER Confirmatory Issue #41 is associated with development of Emergency Operating Procedures that comply with TMI Action Plan Items I.C.1, I.C.7, and I.C.8. The Clinton Emergency Operating Procedures Generation-Package material establishes compliance with Item I.C.1.
