Dear Mr. O'Reilly:

This letter is a Special Report submitted as required by McGuire Nuclear Station Technical Specification 3.7.8.

Duke Power Company has a design change planned which modifies the total number of mechanical snubbers identified in the Technical Specifications. A description of the planned change follows.

Modification No. MG-10880 (Unit 1)

This modification deletes one mechanical snubber in a portion of the Safety Injection (NI) System. This snubber is being deleted as part of the Boron Injection Tank (BIT) removal. A License Amendment request was submitted on December 12, 1983 to delete the Technical Specifications associated with the BIT. A revised stress analysis has been performed without the deleted snubber which showed that stresses are within acceptable values.

A revision to Technical Specification 3.7.8 to reflect the above modification will be submitted with the next license amendment request.
