Docket No. 50-361 Prompt Report Licensee Event Report No.83-004 San Onofre Nuclear Generating Station, Unit 2 This submittal is in accordance with the reporting requirements of Technical Specifications 6.9.1.12.b to Facility Operating License NPF-10 for San Onofre, Unit 2, and confirms our January 18, 1983 prompt notification to the NRC of a reportable occurrence involving Limiting Condition for Operation (LCO) 3.6.2.3 associated with the Containment Cooling System (CCS). The reportability of this occurrence was determined on January 18, 1983 after review of the incident with the Shift Technical Advisers and Operations personnel.

On Januaryl6,1983 at 1050 while in Mode 1, Component Cooling Water (CCW) Train B was declared inoperable. The CCW heat exchanger saltwater outlet valve would not open after cycling as part of a surveillance test. This rendered t M CCS Train B and the Containment Spray System (CSS) Train B inoperabi.2 Since CCS Train A had previously been placed out-of-service, two t;ains of CCS and one train of CSS were inoperable, exceeding the Action Sta;ements associated with LC0 3.6.2.3, and LC0 3.0.3 was invoked.

The saltwater outlet valve was restored to operable status at 1250 on January 16, 1983 and CCW Train B, CCS Train B and CSS Train B were declared operable. This allowed entry into LC0 3.6.2.3, Action Statement

'a'.

Action Statement 'a' requires that the inoperable train of the CCS be restored to operable status within 7 days.

If this cannot be done, plant cooidown must be initiated. CCS Train A is expected to be restored to operable status by 0945 on January 23, 1983 to satisfy LC0 3.6.2.3.

R. H. Engelken January 18, 1983 Investigation is continuing regarding the inability of the CCW heat exchange;' saltwater outlet valve to open. The cause and corrective actions will be provided in the 14-day Followup Report (Licensee Event Report (LER)83-004) by January 28, 1983. Public health and safety were not affected during this event.
