20555 Attention: Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Units 1 and 2 Proposed Technical Specification Change for Leakage Testing of Reactor Coolant System Pressure Isolation Valves Gentlemen:
By letters dated July 5, September 27 and November 28, 1983, Alabama Power Company noted certain exceptions to and provided justifi-cations for the partial reliefs granted by the NRC in letters dated April 8 and May 2,1983 relative to ASME Boiler and Pressure Yessel Code,Section XI requirements for inservice testing for pumps and valves. By NRC letter dated January 26, 1984, the Inservice Testing Safety Evaluation for the Farley Nuclear Plant was revised to reflect portions of the Section XI relief requested.
Item 5 of the January 26, 1984 letter also stated that the Farley Nuclear Plant Technical Specifications "will be revised... when Alabama Power Company provides the necessary request" relative to the reactor coolant system pressure isolation valves. Attached is the proposed technical specification changes in accordance with the guidance provided in the NRC letter dated January 26, 1984. This change will standardize both the Unit 1 and Unit 2 Technical Specification formats for testing of the reactor coolant pressure isolation valves and defines the allowable leakage criteria per NRC guidance included in the September 8, 1983 Safety Evaluation for Unit 2 Amendment No. 25. This change request supplements and supersedes the permanent change requests dated August 10 and December 23, 1982 for Farley Nuclear Plant - Units 1 and 2.
In 1
order to support the Unit 2 third refueling outage and Unit 1 sixth refueling outage, NRC approval is requested by October 6,1984.

The change is similar to example (iv) of " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations" listed in 48FR14870 dated April 6, 1983. The proposed change is similar in that the change requests relief from an operational restriction which can now be granted based upor, prior NRC staff review.
The Plant Operations Review Committee has reviewed this proposed change. The Nuclear Operations Review Board will review this proposed change at a future meeting.
This proposed technical specification change is considered to be a Class III Amendment for Unit 1 and Class I Amendment for Unit 2 pursuant to 10CFR170.22. 'Since this change-request is a supplement to previous submittals, no additional fees are required.
It is requested that any -
License Amendment resulting from this request be made effective on the date of its issuance.
