l NIAGARA M0 HAWK POWER CORPORATION NINE MILE POINT - UNIT 2 DOCKET N0. 50-410 Interim Report for a Problem Concerning HEA Relays Description of the Problem General Electric letter dated October 14,1983 (enclosed) stated that some of the HEA relays manufactured between September 1980 and August 1983 may malfunction due to the reasons explained in this letter.

We are investigating the matter to determine if the relays in question have been supplied to Nine Mile Point - Unit 2.

A final report will be submitted by July 31, 1984.

Cent]emen:

We have received a customer report of an hEA relay mis-operation which happened when the panel door, on which the relay was neunt ed, was closed.

Our investigation of the ret urned unit has shcun ths.t this calfunction is the result of a cembination of tolerances, with an extremely low probability of occurrin;;,

and is linhed to a minor design change which was impicnented in

October 1980.

This change was made to increase the relay's capability to operate at redveed voltages.

The re-designed relay was extensively tested the time because this change would tend to reduce the cargin against :r.is-at operatien due to shock and vibration.

A test program uas conducted which verified that the re-designed relay met the published seismic capability.

};ey tolerances will be changed to correct the condition reported by the cust*-

omer, and we have institut ed a racchanical tr'p test in our factory.

A series of tests perforned to correlate seismic capability with the force required to trip the rela) has been used to establish the factory force limit.

the armature, to trip the relay.

This force sh:.uld be cheched by app 1'ying a r.eu.ur-able force perpendicular 'to the armature at the arnature rivet above the pole

s piece as shown in Figure 1.

not teet the above specification be replaced.

In the even: that your t est discloses such a relay, please contact your Central Electric sales of fice to order a new relay on a no charge basis.

In ar.d out costs are not to be charged to the General Electric Company.
