INS'IMMENTATION

-TRAVERSING INCORE PROBE SYSTEM LIMITING 00tOITION FOR OPERATION 3.3.6.6. 'Ibe traversing incore probe system shall be OPERABLE with:

a. Pbur- movable detectors, drives and readout equipment to map the core, and l
b. Indexing equipment to allow all four detectors to be normalized in l

a comon location.

APPLICABILITY:

When the traversing incore probe is used for:

a. Recalibration of the LPRM detectors,
b. Monitoring the APLHGR, IRGR, or MCPR, and
c. Adjustment of the APRM setpoints.

-ACTION:

With the traversing incore probe system inoperable preventing normalization of the TIP detectors, do not use the system for the above -applicable monitoring or calibration functions for more than 31 EFPD followirg the last normalization. The provisions of Specifications 3.0.3 and 3.0.4 are not applicable.

SURVETrJA!CE REQUIRENENTS 4.3.6.6 The traversing incore probe system shall be demonstrated OPERABLE by normalizing each of the above required -detector outputs prior to or during use when required for the abcVe applicable monitoring or calibration functions, if not performed within the previous 31 EFPD.

HATCH NUCLEAR PLANT UNIT 2 TRAVERSING INCORE PROBE SYSTEM TECHNICAL SPECIFICATION CHAfCE PROPOSAL Pursuant to 10 CFR 170.22, Georgia Power Company has evaluated the attached. proposed amendment to Operating License NPF-5' and has- determined that:'

a. The proposed amendment does not require evaluation of a new Safety Analysis Report and rewrite of the facility license;
b. The proposed amendment does not require evaluation of several complex issues, involve ACRS review, or require an environmental impact statement;
c. The proposed amendment does not involve a complex issue or more than one environmental or safety issue;
d. The proposed amendment does involve a single safety issue, namely the relaxation of restrictions on TIP system operability;
e. The proposed amendment is therefore a Class III amendment.

CHANGE PROPOSAL

1. Change "three" to "four" in both Section 3.3.6.6.a and 3.3.6.6.b:

BASIS:

This change constitutes a more restrictive operational limitation. This change has no adverse effects on the probability or consequences of ,

previously postulated accidents, does not create any type of unanalyzed accident, ' and does . increase the margin of safety.' n erefore, this change is consistent with Iten (ii) of the "Exmples of Amendments that ~

are Considered Not Likely to Involve Significant. Hazards Considerations" listed on page 14,870 of the April 6, 1983, issue of the Federal Register. '

BASIS:
