Dear Mr. O'Reilly:

Following a review of Carolina Power & Light Company's (CP&L's)

January 30, 1981 response to IEB 79-01B (Rev.3) titled "HBR Environmental Qualification of Electrical Equipment," CP&L requests that our commitment to replace transmitter 0-rings during yearly instrument calibration checks be changed. It was CP&L's intent in this earlier correspondence to replace the 0-rings on the same frequency as the Technical Specification required equipment calibration frequency which is refueling and not yearly. Based on a recent review of the vendor recommendations, CP&L believes.that the appropriate replacement frequency is each time the transmitter cover is removed or each refueling outage, whichever comes first.

Carolina Power &

Light Company will, by the next refueling outage, require that transmitter 0-ring replacement be predicated on each transmitter cover removal or refueling interval.. For these reasons, and because the replacement of the 0-ring will be performed on a more frequent interval than the qualified life of the 0-ring, CP&L believes that 0-ring replacements based on each cover removal pose no increased hazTrd to plant or personnel safety and will lead to more efficient plant operations.
