This letter constitutes an interim report on the subject de-ficiency initially reported to the Senior Resident Inspector under the requirements of 10CFR50.55(e).

During a CG&E audit of its contractor, H.J. Kaiser Company, it was noted that warehouse personnel were stamping the letter "N" on SA 105 Gr. II, ASME Class 2 fittings to indicate the normalized condition of the materials. Audit findings revealed two potential problems: 1) these fittings were stamped without proper authori-zation from the vendor, and 2) the material was marked using a "high-stress" stamp.

The warehouse superintendent has indicated that the fittings stamped were shipped with certification stating that all fittings were indeed normalized. The vendor, Bonney Forge, has stated that all SA 105 Gr. II fittings are normalized; this condition being indicated by either the material designation or a letter "N" stamped in the serial number on each fitting. Kaiser was not aware of this practice and independently stamped fittings with the "N" although they were already marked with the material designation.

Nonconformance Report #E-4016 was written to quarantine all-fittings r reportedly stamped by warehouse personnel and none have been released for construction. CG&E will further investigate this item and submit a report  ;
