SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION REL ATED TO AMENDMENT NO.1?5 TO FACILITY OPERATING LICENSE flPF-9 AND AMENDMENT NO.107 TO FACILITY OPERATING LICENSE NPF-17 DUKE POWER COMPANY MCGulRE NUCLEAR STATION, UNITS 1 AND 2 DOCKET NOS. 50-369 AND 50-370 1.0 INTRODULTION By letter dated January 30, 1991, Duke Power Company (the licensee) requested amendments to the Technical Specifications (TSs) appended to facility Operating License Nos. NPF-9 and NPF-17 for the McGuire Nuclear Station, Units 1 and 2.
The proposed amendments would revise TS 6.8.2 to allow the Manager of Production Environmental Services or a designatt:d Technical System Manager in the Production Support Department to review and approve Applied Science Center procedures which imple, rent offsite environmental, technical, and laboratory activities. The Production Support Department and Applied Science Center were created in a Duke Power Company reorganization in August 1982 to concentrate the of f site laboratory and field support activities for all of its nuclear facilities in one location. These activities are governed by procedures which are reviewed and approved by plant management in accordance with TS 6.8.2.
In its present form, TS 6.8.2 authorizes only the Station Manager, or his designated representative from onsite plant operating management, to review and approve all plant procedures, including those related to offsite activities.
With the shif t of responsibility for offsite activities to the Production Support Department, there is need to amend TS 6.8.2 to allow appropriate Production Support Department management to prepare, change, review, and approve nrocedures governing these offsite activities.
2.0 EVALUATION The offsite environmental, technical and laboratory activities at the Applied Science Center include environmental sample collection; laboratory sample preparation, analysis, and disposal; preparation of reagents; count room operation; and the McGuire Land Use Census to determine the location of milk and drinking water supplies.
These activities are carried out following written procedures and under the supervision of Technical System Managers qualified in the fields of Biological Sciences, Chemical Sciences, and Physical Sciences. The Applied Science Center is under the overall direction of the Manager, Production Environmental Services.

t__ director, are _most technically qualified to assess the adequacy of the Center's procedures and proposed changes to them.
Also, because these procedures are performed offsite by non-station personnel and because most are generic to all three of Duke Power Company's nuclear stations, the McGuire ar.d Catawba Technical Specifications, as currently written, create difficulty and an unnecessary administrative burden in obtaining procedure review and approval.
For these reasons, the staff finds acceptable the licensee's proposed amendments to TS 6.8.2 to allow change, review, and approval of Applied Science Center procedures by the Manager, Production Environmental Services or designated Technical Service Manager in the Production Services Department.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the North Carolina State official was notified of the proposed issuance of the amendments. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
The amendments change a requirement with respect to administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimic61 to the common defense and security or to the health and safety of the public.
