GPUN Letter No. C321-91-214), dated June 13, 1991 This letter serves to inform you of a necessary change to the Category B Projects listing for Oyster Creek Nuclear Generating Station.
Please be advised that Observation 26, BA No. 402AGA, the Reactor Overfill Drotective System (ROPS) modifications presently scheduled for the OCNGS 14R refueling outage is being reschedulec' to 15R.
This change is technically acceptable because the postponement cf R0PS implementation will not have significant impact on nuclear plant safety or safe plant operation, Several features exist to rrevent and mitigate the consequences of overfilling the reactor.
First, an automatic turbine trip on high reactor water level at 175 inches TAF guards against water being carried down the steamline to the turbine. Second, adequate procedural guidance is-provided to the operator to prevent overfilling the reactor either before or after a scram to limit water level to less tna..i 170 inches TAF.
Specifically, control room annunciators would alert the crorater to a higher than normal level condition.
Plant abnormal operating procedure 2000-ABN-3200.17 addresses feedwater control systta failures prior to receiving a reactor scram signai.
Following a scram, abnormal operating procedure 2000-ABN-3200.01 and emergency operating procedure 2000-EMG-3200.01 provide direction to stop ca.
feedwater injection into the reactor before water level reaches 170 inchas coss TAF.
Further, the operator is directed to <.lcse the steam isolation valves on ggC' the isolation condensers to prevent water from entering these lines. Third, a oo recent modification to the feedwater control rystem consists of a level c78 setdown of two feet following 7. reactor scram which decreases the feedwater demand to the control system to further prevent the chance of overfilling the cu ou reactor. Thus, based on both equipment and procedural features present at 88 Oyster Creek, the postponement of R0PS implementation will not adversely 7
affect plant safety or operations during the deferral period.

This change in schedule is the result of a aprehensive review of the resource allocations for the next several outages.
It was determined that, in order to maintain the 14R outage scope at a manageable level while accommodating newly emerging required work, a number of projects previously planned for 14R most be shifted to the 15R outage or later.
In planning 14R work scope, priority has been given to improving the plant material condition and to projects with nigh safety significance.
Considering the design and procedural measures currently in place, as discussed above, it was determined that the R0PS project could be deferred tc 15R without impairing plant safety.
