Dear-' Sir:
- By letter dated November 1, 1983, the NRC provided Generic Letter 83-37 concerning Tachnical Specifications for NUREG-0737 items scheduled for implementation after December 31, 1981. Duke has reviewed the guidance contained in the generic letter and has the following comments.
The NRC recommended that' technical specifications for reactor coolant system (RCS) vents be submitted within 30 days of receipt of the generic letter.
Duke has reviewed the request and considers that the existing McGuire Technical

Specifications meet the requirements of clarification (11) on NUREG-0737 Item II.B.1 in that inservice testing of ASME valves in accordance with Section XI is specified. The RCS vent valves are included in the inservice test program which was submitted for NRC review by letter dated August 17, 1982. Thus, no additional RCS vent specifications are considered necessary.
Duke has reviewed the remaining items for which technical specifications were requested and'has concluded that no additional technical specifications are necessary. -With one. exception, all of the requested specifications are contained in the McGuire - Units 1 and 2 Technical Specifications. This single exception is the specification on chlorine detection.
The potential for chlorine intrusion into the control room was evaluated and described in the McGuire Final Safety Analysis Report. The conclusion was that.it was very unlikely that chlorine could enter the control room in dangerous concentrations._ Accordingly,'no technical specifications were required for either Unit 1 or Unit 2 at the time the units were licensed.
Nothing has changed to alter this conclusion and it is Duke Power's position that technical specifications on the chlorine detection system are not necessary.
