Dear Dr. Murley:
POTENTIAL CONSTRUCTION DEFICIENCY QUESTIONABLE D/G RESISTORS HOPE CREEK GENERATING STATION On September 1, 1983, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. E. C.
McCabe, advising of a potentially significant construction deficiency concerning resistors installed in our emergency diesel generators.
On September 30, 1983, an interim report was submitted to your office.
The following information is provided in accordance with 10CFR50.55(e).
On August 19, 1983, Basler Electric Company of Highland, Illinois, reported to the Nuclear Regulatory Commission, in accordance with 10CFR21, a problem with four-watt 4,000 ohm resistors used in safety related systems.
On the Hope Creek Project, these resistors are used in the exciter section of the emergency diesel generators.
The supplier reports high-temperature failure of these resistors.
Basler Electric Company is a sub-supplier of Colt Industries, the manufacturer of our emergency diesel generators.
Our evaluation has revealed that, if the presently installed resistors had failed, the only effect would be the loss of the auto tracking feature for voltage.
However, the static exciter-voltage regulator would remain functional with voltage tracking requiring manual adjustment.

11/30/83 Based on the above analysis, we conclude that the subject deficiency would not have adversely affected safe operation of the plant and we hereby withdraw this item as not reportable.
