McGuire Nuclear Station Docket Nos. 50-369, -370 Technical Specification Changes in Response to Generic Letter 88-17 (Loss of Decay Heat Removal)

Gentlemen:

As part of Duke Power's response to Generic Letter 88-17, four changes to Technical Specifications were planned as programmed enhancements as suggested by the generic letter.

These were to comprise the following four areas:

1.

Unavailability of high pressure injection systems, 2.

Deletion of the auto closure interlock for the DHR system, 3.

Reduction in the flow rate requirements for the DHR system to avoid vortexing, and 4.

Establishing requirements for containment closure during periods of reduced reacto,' coolant system inventory.

A Technical Specification change for item 2, was submitted to the NRC and approved in Amendments 112/94 dated September 11, 1990 for Units 1/2, respectively.

Likewise, a change for item 3. was submitted and approved in Amendments 103/85 for Units 1/2 dated February 14, 1990.

In Duke Power's evaluation of NUREG 1410. " Loss of Vital AC Power and the Residual Heat Removal System During Mid-loop Operation: at Vogtle Unit 1 on March 20, 1990", the necessity of implementing Technical Specification changt.s as discussed in Section 10,8 of the NUREG (Technical Specifications for Reduced Inventory Operations) was examined.

Duke Power decided to create a Selected Licenseo Commitment (SLC) which will govern mid-loop operation and will address items 1. and 4.

This SLC is presently under development. Therefore, Technical Specification changes in conjunction with these two remaining items are unnecessary and will not be pursued, if you have any questions, please call L.J. Rudy at (704) 373-3413.
