On February 23,1990 (Serial: NLS-90-048), Carolina Power & Lloht Company submitted the results of core spray system piping and spargers inspections for the Brunswick Steam Electric Plant, Unit No. 2. Those inspections woro performed in accordance with NRC Bulletin 8013 dated May 12,1980. Subsequently, by lot;s dated October 30,1990 (Scrial: NLS 90-224), Carolina Power & Light Company responded to an NRC request for additionalinformation concerning a crack found in the in vessel coro spray piping of the Brunswick Plant, Un't 2. The October 30, 1990 letter Indicated the Company's plant, were to repair the pipo crack during the Fall 1991 Unit 2 refuelin0 outage (i.e., the Roload 9 outa00 beginninD -

September 12, 1991). The purpose of this letter is to provido a summary of the intended repair technique, in accordance with the provisions of 10 CFR 50.59, the Company intends to reinforce the piping usin0 brackets similar to the Peach Bottom Unit 3 repair that was performed in 1985 (soo the attached sketch). Those brackets are bein0 designed to maintain full structuralintegrity of the In vessel core spray pipinD '

regardless of the longth of the crack. The only significant difference from the Peach Bottom Unit 3 installation is that the brackets will be installed at the Brunswick Plant, Unit 2 using underwater welding techniques. The use of underwater welding will result in lower personnel radiation exposures. The bracket wolds will be added to the augmented in service inspection of the in vossel coro spray piping and inspected accordin0l y, if any cracks were to develop in the bracket wolds, those cracks will be documented in accordance with Bulletin 8013.
