Compared requirements imposed by 10CFR55.59 with requirements restated in SP S0123-XXI-1.303 and OTPD-6.
Through this review, it was determined that all requirements of 10CFR55.59 are A matrix waa restated at least generally in the SO!;GS documents.

T/S 6.4 has not been kept up to date.
10CFR55 has been changed on several occasions and the wording of T/S 6.4 does not reflect those changes.

Interf ace meetings were held with cognizant operator training administrators and lesson plan n u"t e r s and computer encodes for training which has been given were obtained.
In addition, it was deternined through interview,, that both Unit 1 and Units 2/3 are on continuous 2 year rm;ualification programs in accordance ' lith 10CFR55.59.
Presently, Unitn 2/3 are in the second year of their requalification progran ( 1990-1991) and Unit 1 is in the first year of their requalification progran (1991-1992).
Schedules were revietted for bot programs which indicated aggressive development and administering of requalification training in accordance with the 'Systens Approach to Training.'

Lesson plans for operator requalification training were obtained-Land-reviewed and compared with requirements off10CFR55.59. - The
-resulta'are also entered-in Table-1.
The review consisted of-reading lesson; plan' objectives and then categorizing the_ lesson
-plans using the.-topics included in'10CFR55.59 (c)(2) and (c)(3).-
No attempt was made,to judge the technical content.

During cu'r meetings, the. Unit 1 Training coordinator produced a copy-of Nureg-1262, " Answers to Questions.at Public Meetings
-Regarding Impicmentation of Title 10, Code of Federal-Regulations,-Part 55 on Operators' Licenses."
Review of this document disclosed that INPO Accreditation is considered to constitute.NRC approval of the requalification program.
In addition,-it was' determined that the in-placo " Systems Approach
.to Training (SAT)" is allowed by 10CFR55.59-as an alternative to 10CFR55.59 (c)(2), (c)(3) and (c)(4).

Training-outline OTPD-6, Section 5.0 describes the SAT concept.
It includes methods of determining what training will be
-administered to requalification candidates, teaching methods to be employed, and instructions relative-to examination and test grading.-

Meetings were held with QA Supervision, station compliance and cognizant NTD administrators to apprisa them of progress made, recommendations:for program-improvement and to determine the actions-necessary to close RCTS Item'9105005, complete the
-surveillance and turn the notes-over to the training progran audit team for use during QA Audit-SCES-026-091.
